How to delete / empty the recycle bin?

Deleting resources from the recycle bin can be done using the Empty button in the Recycle Bin.

For Basic accounts, deleted resources count toward the limit (of up to 5 resources). To create additional resources, you can upgrade to Standard or Pro plan.
